How Does the Program Operate?

Service Charges

Service charges are a fee charged for each piece of equipment and includes factors from: transportation, packing, crating, handling, and storage costs, service fees and any other appropriate surcharges.

The Wisconsin Division of Federal Property (WDFP) is a "program funded" (not tax supported) activity. Service charges are assessed for each item and reflect costs associated with operating the program. These charges are based on a percentage of the original acquisition cost by the Federal Government plus the direct cost for transportation, etc. The WDFP is always working to keep these costs as low as possible to better serve participating organizations.

Communication with Clients

Communication is the key to a successful program.  In an effort to more effectively meet their needs, WDFP strives to optimize communication with client organizations.  The WDFP employs several methods to make information available to eligible organizations.

  • Web Site - This web site is intended to provide our client organizations with up to date information on the Federal Property Program's activities.  It also houses our online catalog.
  • Email Newsletters - We have a monthly newsletter, a bimonthly Inventory Insight, and an auction notification newsleter. Join now!
  • Physical Inspection - Client Organizations may visit our Distribution Center located in the Waunakee Industrial Park.  Organizations may use this site to inspect, select and pick-up items.
  • Catalog - Active organizations receive the Federal Property Shopper catalog, and special newsletters containing information on available items.
  • Needs List - Organizations are encouraged to submit "Needs Lists" to aid program staff in choosing which equipment (originating from sites across the nation) should be brought into the Distribution Center. As items become available, we try to contact those organizations with Needs List entries first
  • On-Site Visits - Participant organizations are encouraged to go ‘on-site’ with our staff to hand select equipment available at federal holding facilities. We are scheduled by General Services Administration to inspect available items at many military bases on a monthly basis.
  • Minnesota Location - Participants in Wisconsin are eligible to acquire property from the Minnesota Surplus Program warehouse located near Minneapolis in the suburb of Arden Hills, New Brighton.
  • Advisory Committee - The Federal Property Program has an advisory committee consisting of 8 members, 5 of which are from organizations.  They discuss ideas on how to make the program more successful and more useful to the organizations.
